Commissioned as the architects for the exterior expression (shell) and site design, Hastings focused on synergies and dichotomies, resulting in one complete structure that appears as two. Unified by form, massing shifts, and materiality, the complex is further united through an underground connector and continuous foundation plinth, which additionally defines the urban edge. A large sidewalk provides a moment for public activity, setting the standard for anticipated future development along the corridor.
The FSC, a co-located multi-agency initiative for domestic violence and sexual assault survivors, requires a different arrival experience and building interaction than the Police Headquarters. To aid and encourage the engagement of the victims the building is serving, the FSC is rotated perpendicular to the Police Headquarters. Placing the arrival off the public thoroughfare of Murfreesboro Pike and away from the PDHQ, gives visitors to the FSC the security and privacy they require. Conversely, the Police Headquarters stands at street-level with an open and transparent fašade, creating a welcoming presence.
The slippage of the floor plates create a metaphorical embrace around an interior courtyard, a shared space that highlights the two institutions' common goal: to support and protect the surrounding community.
